Canadian Nuclear Association Celebrates 50th Anniversary |
Canadian and International Energy Experts Address 2010 Nuclear Industry Conference and Trade Show
OTTAWA, February 18, 2010 - From February 24-26, 2010, the Canadian Nuclear Association (CNA) will hold its annual Nuclear Industry Conference and Trade Show in Ottawa. This year’s conference is particularly special as it marks a significant milestone for the CNA – celebrating 50 years of promoting the peaceful use of nuclear energy for Canadians. The Honourable Christian Paradis, the Minister for Natural Resources Canada will kick off the event with remarks at a Welcome Reception on Wednesday, February 24th.

OPG MOVES TO PLANNING PHASE OF DARLINGTON REFURBISHMENT |
Durham Region — February 16, 2010 - Today, Ontario Power Generation (OPG) announced a two-part investment strategy for its nuclear generating stations in Durham Region.
First, OPG will proceed with a detailed planning phase for the mid-life refurbishment of the Darlington Nuclear Generating Station east of Toronto, with construction expected to start in about 2016. The business decision to move forward with an investment in Darlington comes after very positive outcomes of initial studies on the plant’s condition and continued strong operating performance. The next phase of the process will include an Environmental Assessment, an Integrated Safety Review and an Integrated Improvement Plan that will define the scope, cost and schedule of the refurbishment project.

Three Standards Approved by ASTM Nondestructive Testing Committee |
ASTM International Committee E07 on Nondestructive Testing has recently approved three new standards on phased arrays, polymer matrix composites for aerospace applications and digital imaging. The committee met in Plantation, Fla., on Jan. 24-28 and welcomes participation in its standards developing activities.
Ultrasonic Methods
Thousands of portable phased array units, used for weld inspections, have now been sold worldwide. There are many benefits to these devices, including speed, cost, imaging, flexibility and setups, along with no radiation, licensing or contamination. Despite these advantages, there was not a universal inspection procedure for phased array inspection of welds. A new standard, E2700, Practice for Contact Ultrasonic Testing of Welds Using Phased Arrays, provides such an inspection test. E2700 was developed by Subcommittee E07.06 on Ultrasonic Method. According to Michael Moles, senior technology manager, Olympus NDT, and an E07 member, E2700 will be most useful to inspection companies that need to write and follow procedures and to end users and regulators who need to establish practices for the inspection companies. “E2700 will be very helpful as it covers the relevant aspects for most weld inspections, so details will not be ignored or forgotten,” says Moles.

Mark Carlos to Chairman of ASTM's E07 Committee on NDT |
Princeton Junction, NJ - February, 2010 - MISTRAS Group, Inc. announces the appointment of Mark Carlos to Chairman of the American Society for Testing and Materials (ASTM), E07 Committee on Non Destructive Testing (NDT).
ASTM International is a worldwide volunteer organization, providing a forum for producers, users, ultimate consumers, and those having an interest to create consensus standards for materials, products, systems and services.
The E07 Committee on NDT currently has jurisdiction over 175 NDT standards, published in Volume 03.03 Annual Book of ASTM Standards. E07 has 12 technical subcommittees that maintain jurisdiction over these standards. These standards have, and continue to play, a preeminent role in all aspects relating to traditional and emerging NDT methodologies (including thermal and visual), Radiology (X, Gamma and Neutron), Liquid Penetrant, Magnetic Particle, Acoustic Emission, Ultrasonics, Electromagnetics, Leak Testing and Reference Radiological Images.
As an active and participating ASTM member for over 20 years, Mark has progressed from Chairman of the E07.04, Acoustic Emission Subcommittee (which he still presides over), to Secretary of the Committee, Vice Chairman and now Chairman of the Committee for NDT. "Standards play a large role in the Non Destructive Testing business," said Mark Carlos. "I am happy to be a part of ASTM and contribute to the professional growth of the NDT industry."

GE Invests in German Facility's Expansion |
February 5, 2010 BILLERICA, MA
GE Sensing & Inspection Technologies announces a $1M investment to expand its Odelzhausen, Germany, facility, which designs and manufactures Rheonik coriolis flow meters used in the oil & gas and power generation sectors. The expansion will create a world-class flow meter calibration center to test and calibrate ultrasonic and coriolis flow meters, helping ensure accurate measurement and performance. The project will be operational in the fourth quarter of 2010.
"The calibration center in Odelzhausen is a symbol of our investment in and commitment to expanding our global infrastructure, providing high-tech products and services for our customers," says Tim Povall, general manager of measurement solutions at GE Sensing & Inspection Technologies.

New President-Elect for British NDT Institute (BINDT) |
January 20, 2010 NORTHAMPTON, UNITED KINGDOM
At a general Meeting and council meeting held in Northampton, Steve Lavender was elected as president-elect of the British Institute of NDT (BINDT) for 2010 to fill the vacancy left by the departure of Dr Robin Shipp.
The president-elect is normally chosen from the existing vice presidents, however Lavender was eligible for election following his six-year stint as a vice president from January 2000 to December 2005.
Steve is co-managing director of Lavender International NDT Consultancy Services Ltd., the highly respected trainer, examiner and Level 3 consultancy company based in Penistone, Sheffield. He has been involved with the Institute since 1982, when he joined the early PCN specialist boards. Since then he has (apart from VP) been a part of many PCN committees including working groups, the general technical committee and, more recently, he has been appointed vice chair of the newly-structured certification management committee (CMC). He is a member of BINDT's Yorkshire branch.
He worked with the technical committee publications working group but has probably contributed most to the institute in his two periods as chair of the membership, certification and education committee (MQ&E). The committee has worked very hard to ensure continued liaison with the engineering council, as well as managing the trainer accreditation program and, of course, to develop membership.
Outside the United Kingdom, he has a strong association with ASNT. He was key in the creation of the North Atlantic Section in 1993 and is currently ASNT's section operations council awards division chair and has recently been appointed to the board of directors selection committee.

Two New Dosimetry Standards Are Approved by ASTM Nuclear Technology Committee |
ASTM Committee E10 on Nuclear Technology and Applications has approved two new ASTM standards, ASTM E2628, Practice for Dosimetry for Radiation Processing, and ASTM E2701, Guide for Performance Characterization of Dosimeters and Dosimetry Systems for Use in Radiation Processing. Both standards are under the jurisdiction of Subcommittee E10.01 on Radiation Processing: Dosimetry and Applications.
According to John Logar, manager, Sterilization Science and Technology, Ethicon Inc., and chairman of E10.01, E2628 will serve as a guide for the use of other E10.01 standards. “ASTM E10.01 has 36 published standards all related to radiation processing and using dosimetry,” says Logar. “We felt there was a need to create a top level document that describes the basic fundamentals in using dosimetry for radiation processing. In essence, E2628 is a road map for using ASTM E10.01 standards.” ASTM E2628 outlines the requirements for using dosimetry and provides direction to users on which E10.01 standards provide additional information relating to specific applications.

Bombardier’s CSeries wing plant under way in Belfast |
November 18, 2009 BELFAST Bombardier Aerospace began construction of its new state-of-the-art aircraft wing manufacturing and assembly facility in Belfast, Northern Ireland this week.
“This is another significant milestone in the ongoing development of the CSeries aircraft program. In August, the test fuselage barrel arrived ahead of schedule at our St-Laurent, Quebec site, from China, and in September we celebrated the groundbreaking of our first CSeries aircraft manufacturing building in Mirabel, Quebec. The CSeries programme is progressing well and to schedule, and we look forward to receiving the first test wing from Belfast in 2011,” said Guy Hachey, president and COO of the Montreal-based aerospace company.
The new 600,000 square-foot factory will be built in two phases and will incorporate an existing production building.

JSNDI approved under the ASNT Program Comparison Procedure |
The ASNT and JSNDI have signed an agreement that allows JIS Z 2305 Certificate holders certified by JSNDI to gain certification in the ASNT Central Certification Program (ACCP). Access will be limited to individuals who have obtained their JIS Z 2305 certification by examination directly from JSNDI and who have taken the required ACCP supplemental examinations developed by JSNDI and approved by ASNT. Personnel that have attained JSNDI certification through third-party agreements such as Memorandums of Understanding or Reciprocity Agreements will not be eligible to apply for ACCP certification under this agreement.

Government of Canada Launches Canadian Standards Strategy 2009-2012 on World Standards Day |
OTTAWA, October 14, 2009 —
Today, Gordon Brown, Member of Parliament for Leeds–Grenville, on behalf of the Honourable Tony Clement, Minister of Industry, joined Standards Council of Canada (SCC) Chairman Hugh Krentz and Executive Director John Walter in celebrating World Standards Day 2009 and the official launch of the Canadian Standards Strategy (CSS) 2009–2012.
“The launch of the CSS 2009–2012 is the centrepiece of Canada’s World Standards Day celebration,” said Minister Clement. “This marks an important milestone for the CSS, as it signals the implementation phase of the project.”

The ASME Boiler and Pressure Vessel Code Brings Focus to Milestone Anniversary |
NEW YORK, July 2009– This year’s celebration of the 125th anniversary of ASME codes and standards activity is a tribute to the organization’s commitment to public safety, which had its beginnings with the publication of the Society’s first performance test code, in 1884, which addressed steam boilers. Thirty years following Code for the Conduct of Trials of Steam Boilers, the Society issued, in 1914, Rules for the Construction of Stationary Boilers and for Allowable Working Pressure.
This code was an act of public service, developed in response to the numerous boiler failures and mishaps, including deadly explosions, that occurred onboard steamships and in steel mills, factories and woodworking shops at the turn of the twentieth century.
The 114-page publication, known as the 1914 edition, evolved into the ASME Boiler and Pressure Vessel Code (BPVC), which today encompasses 12 sections, 28 books, and more than 14,000 pages in total. The BPVC covers industrial and residential boilers as well as nuclear reactor components, transport tanks, and other types of pressure vessels. The code covers every aspect of systems design, fabrication, installation and inspection, and includes specifications for welding, along with rules and guidelines related to material stress and fatigue in pressure components.
The Boiler and Pressure Vessel Code has become virtually synonymous with ASME and contributed strongly to the organization’s stature in the U.S. and global standards-setting community. The BPVC has been incorporated into the laws of all 50 United States and throughout the provinces of Canada. More than 92,000 copies of the code are in use in 100 countries around the world, with translations in a number of international languages.

Canadian Forces, Nondestructive Testing division celebrates 50 years |
The 50th Anniversary of the Canadian Forces, Non-Destructive Testing division was held July 3rd to July 5th, 2009 at SAIT Polytechnic in Calgary, Alberta. This event was a tremendous success, largely due to the efforts of George Gavelis, former Canadian Forces member and current senior instructor at SAIT.
George spent over a year getting the details of this event in place. He paid attention to even the tiniest detail to the most visible component to ensure that it went without a glitch. He insisted on having it the first week of July to coincide with the Greatest Outdoor Show on Earth, the Calgary Stampede. He wanted the reunion to be fun for everyone and thought that the Stampede would make it even more memorable for the out-of-town visitors. Many attendees did take the opportunity to make a memorable week long holiday that included the reunion and the Stampede.

AECL provides update on Nuclear Reactor Unit (NRU) assessment activities |
Chalk River, 2009 September 23 - NRU Status Update #22
The following information bulletin is in accordance with Atomic Energy of Canada Limited's (AECL) ongoing commitment to voluntary public disclosure of events related to the Chalk River Laboratories (CRL).
Data analysis continues on Phase II Non Destructive Examinations (NDE). Phase III analysis is complete and findings confirm there is no degradation of the upper portions of the NRU vessel wall. Development of the Phase IV NDE probe tool is complete and testing and training on the use of the probe is underway.
In advance of commencing the vessel repair process, portions of the interior surface of the vessel will undergo surface preparation and cleaning. Specialized cleaning tools developed by AECL and third-party vendors are undergoing functional testing at Chalk River Laboratories.
Efforts remain focused on completing fabrication, assembly and qualification of the repair tooling. Two welding tool units are now assembled and are being tested at the vendor’s facility. AECL employees are being trained and qualified in the use of this equipment. A trial repair weld on a sample section of irradiated material using the vendor-supplied equipment was performed in the hot cell facilities located at Chalk River. Additional weld tests will be conducted.
Testing of the cleaning and repair processes and tools will continue using the full height NRU mock-ups now constructed at AECL’s Chalk River Laboratories, Sheridan Park facility in Mississauga, Ontario, and at the vendor’s facility. The work underway at all three locations involve more than 300 engineers, welders, technicians and operators working to return the NRU to service.

NRU Status Update #21 September 16, 2009
The following information bulletin is in accordance with Atomic Energy of Canada Limited's (AECL) ongoing commitment to voluntary public disclosure of events related to the Chalk River Laboratories (CRL).
Data analysis continues on Phases II and III of the Non Destructive Examinations (NDE). Probe development is nearing completion and preparations are underway to commence Phase IV NDE at the base of the vessel. AECL has determined that Phase IV will be the final phase of condition assessment NDE required before work begins on repairing the vessel. Further NDE inspections will be conducted upon completion of the vessel repair, to confirm the quality of the vessel repair.
Efforts remain focused on completing fabrication, assembly and qualification of the repair tooling. During the past week, the vendor successfully demonstrated operation of the complete welding tool assembly. AECL staff continues to work with vendor staff at their facility to assist in tool assembly and participate in training.
In preparation of vessel repair, various surface preparation and cleaning tools are being developed. Testing of this tooling is also underway and remains on schedule. Testing of the cleaning and repair processes and tools will continue using the full height NRU mock-ups now constructed at AECL’s Chalk River Laboratories, Sheridan Park facility in Mississauga, Ontario, and at the vendor’s facility.

Edward Ginzel Receives ASTM International Charles W. Briggs Award |
Consultant Edward Ginzel of the Materials Research Institute, Waterloo, Ontario, Canada, has received the Charles W. Briggs Award from ASTM International.
A member of ASTM International since 1996, Ginzel was honored for his outstanding contributions to the work of ASTM Committee E07 on Nondestructive Testing. He has been active in promoting advanced ultrasonic methods and continues to work with agencies developing personnel certification programs for the advanced methods.
In addition to ASTM International, Ginzel has been a member of the Canadian General Standards Board Committee on NDT Personnel Certification since 1985. He holds bachelor’s degrees in geology and physics, both from the University of Waterloo, Ontario, Canada.

Connecticut Offers $100 Million In Incentives To Pratt & Whitney |
The Associated Press (9/4), Singer) reports that Connecticut Governor M. Jodi Rell "offered $100 million in incentives Thursday to jet engine maker Pratt & Whitney to prevent the possible loss of about 1,000 jobs."
The five-year plan calls for "lifting a cap on tax credits for parent corporation United Technologies Corp., providing training assistance, establishing a job retention tax credit, making investments in machinery and equipment and building an Engineering Center for Excellence for engineers at Pratt & Whitney and other aerospace companies," among other things. With the move, "the state joins the International Association of Machinists, which represents 3,700 workers and has been meeting with Pratt & Whitney for weeks in an attempt to save the jobs." Organizations Chosen to Participate in ANSI’s Pilot Certificate Accreditation Program |

The American National Standards Institute (ANSI), a private non-profit organization that administers and coordinates the U.S. voluntary standardization and conformity assessment system, is pleased to announce the eleven organizations that have been chosen for the Institute’s pilot Certificate Accreditation Program (ANSI-CAP).
ANSI-CAP will provide neutral, third-party accreditation that a given certificate program meets ASTM E2659-09, Standard Practice for Certificate Programs. This American National Standard developed by ASTM International was selected by the ANSI-CAP Accreditation Committee, a group of volunteer leaders who were chosen for their expertise in the field. By demonstrating compliance to this standard, certificate programs will further the development of a well-educated and qualified workforce. The accreditation program is also expected to provide quality benchmarks for the design of future certificate programs. With these evaluations and benchmarks in place, workers and employers will be better able to determine the value and meaning of training and educational certificates.

More than 50 Member States have recently approached the IAEA expressing interest in launching a nuclear power programme. In all cases the development of human resources capable of supporting the implementation of these programmes has been identified as one of the main challenges. Additionally, many of the 30 Member States that already have nuclear power programmes are either expanding, or considering the expansion of their programmes. For many of them this comes at the same time as there is a need to replace the generation of workers that commissioned the plants now in operation.

ANSI Co-sponsors APEC Conference on Business Engagement in Standards and Conformance |
As part of the Asia-Pacific Economic Cooperation (APEC) 2009 meetings in Singapore, the American National Standards Institute (ANSI) co-sponsored a conference on business engagement in cooperation with the APEC Sub-Committee on Standards and Conformance (SCSC). The meeting brought together over 100 business leaders and policy makers from all twenty-one APEC member economies.
“In order to continue to maximize contribution of standards and conformance to the growth of trade and investment in the Asia Pacific region, policy makers and business leaders must build strong partnerships and work together in a spirit of collaboration,” explained Steven Bipes, ANSI senior director, regional and bilateral policy.

ISO launches eNewsletter on conformity assessment |

ISO today launched a new electronic newsletter on "conformity assessment" – the name given to the processes used to demonstrate that a product or service, a management system or an organization meets specified requirements, such as those of an ISO International Standard.

IAAR Launches Online Directory of Registered Companies |

The Independent Association of Accredited Registrars (IAAR) has launched an online IAAR Directory of Registered Companies. The free, searchable directory, located at www.iaar.org, enables users to quickly identify manufacturers and service providers registered to global quality standards in industries including aerospace, telecommunications, automotive, environmental and others. The IAAR is an association of accredited management system registrars operating in North America.
With more than 22,000 certificate records from companies in 70 different countries, the IAAR Directory of Registered Companies contains certification to more than 15 different standards, including ISO 9001, AS9100, ISO 14001, HACCP, TL 9000 and ISO/TS 16949. The International Organization for Standardization (ISO) is a world wide federation of national standards bodies which promotes the development of standardization and related activities. ISO is guided by a five year Strategic Plan that is renewed for each new five-year period by ISO members.
Preparation for ISO’s Strategic Plan 2011-2015 has begun. The Standards Council of Canada is seeking public input on ten broad standardization themes to help develop Canada's national position which will help shape ISO's strategic plan for 2011-2015. The 10 key areas where views and contributions are sought include the following:
- Technical scope
- Management system standards
- Confidence in compliance to standards of products and services
- Partnerships
- Involvement of stakeholders
- Tools in support of public policies
- Developing countries
- Education and communication
- Procedures, processes and deliverables
- Support provided by the ISO Central Secretariat

GE To Open Advanced Manufacturing Technology & Software Center in Michigan |

1,100 scientists, engineers and technologists will focus on information technology, energy and aviation R&D; drive progress in manufacturing capability.
The General Electric Company (NYSE:GE) today announced that it will open an advanced manufacturing technology and software center in Michigan. The center is expected to grow to more than 1,100 GE employees over the next few years.
The Advanced Manufacturing and Software Technology Center will include a GE research and development facility that will be part of GE’s Global Research network. It will house scientists and engineers who will develop next generation manufacturing technologies for GE’s leading renewable energy, aircraft engine, gas turbine and other high-technology products. Such work will include development of composites, machining, inspection, casting and coating technologies for GE’s Aviation and Energy businesses.

June 9, 2009, Ottawa, ON – The Honourable Tony Clement, Minister of Industry, and Standards Council of Canada (SCC) Chairman Hugh Krentz announced today the release of the Canadian Standards Strategy (CSS) for 2009-2012. First published in 2000, the CSS provides strategic direction to the SCC, the National Standards System and the Canadian standardization community as a whole.
The strategy incorporates contributions from over 200 stakeholders of Canada’s National Standards System (NSS). Its four overarching goals are: to promote trade and consumer safety; to ensure that the NSS is continually evolving to meet changing demands; to expand understanding, recognition and use of the NSS; and to identify and address emerging national issues where standards and accreditation solutions can be applied.
“This is a unique opportunity to advance Canada’s national and international leadership,” said Minister Clement. “In uncertain global economic times, the importance of standards to government, industry and individuals is magnified. NDT Apprenticeship in Alberta |
A June 2006 meeting had over 50 attendees to discuss the possibility of starting an NDT apprenticeship in Alberta. Several individuals form NDT service companies agreed to form a committee to further streamline the trainee process. The Alberta Apprenticeship Committee is holding a meeting on January 9th at RTD's Edmonton office. Discussions will include:
- What has been learned about the apprenticeship process to date
- Does the Alberta NDT industry want to continue with the programme?
- Can a memorandum of Intent be signed confirming support from the NDE industry?

In Rememberance - William E. Havercroft |
It is with deep regret that we record the death of William E. Havercroft, a pioneer in the field of nondestructive testing, who died peacefully at Ottawa Hospital, Canada, on 22 January 2005, aged 90.
One of the founding members of the ICNDT, Bill Havercroft was employed by Energy Mines and Resources from 1939 until 1979. He was an Honorary Member of the Canadian Insitute for NDE and worked extensively in training and development of NDT procedures. In 1977 he was recognized with an award named in his honour. The William E. Havercroft Award is presented annually to a member of CINDE who has made an outstanding contribution towards NDT in Canada.
Bill will be remembered dearly by all in the NDT community not just in Canada but throughout the world. |
